RECLYCLED AGGREGATES (THE END OF WASTE)

Representatives from the European Commission, Ministerio de Medio Ambiente y Medio Rural y Marino, and sector will present the European and National Public Politics about the appraisal of Construction and Demolition Waste and they will also examine the present and future of this sector in Spain.

ROOM 1. CONTROL AND MANAGEMENT POLICY FOR CONSTRUCTION AND DEMOLITION WASTE

Representatives from the regional and municipal politics of Construction and Demolition Waste appraisal will lend their experience and analyze risks and opportunities of the legal framework and the new European Waste Framework Directive 2008/98/CE

ROOM 2. DEMOLITION REGULATION I. PROFESSIONAL QUALIFICATION

Although we are walking to a standardization and regulation process for demolition, not all the steps are coordinated and recognized. Some speakers will present different subjects: professional qualification, reference price list for Concrete Drilling and Sawing, international laws and sectorial agreements.

MORNING

CONSTRUCTION AND DEMOLITION WASTE IN EUROPE

Representatives from the main European organizations of this sector, from de main reyicling companies and agents of recycled arids, will give their point of view about the situation, development keys and future prospects of this sector in Europe.

QUALITY CONTROL AND TECHNICAL APPRAISAL

The European Committee for Standardization (CEN) is developing harmonized regulations for technical specifications and quality controls which must be mandatory enforcement in use and production of recycled aggregates. Representatives from CEN, RILEM (Internation Union of Laboratories and Experts in Construction Materials, Systems and Structures) and other international technical organizations will talk about the usefulness and work of the different instruments (set of laws or volunteer) used in this sector, as well as priorities of the work teams. EDA´s President will talk about Demolition in Europe and about the different look of demolition as it´s developing in a different way depending on the country. In same countries, Demolition legislation is developed in some countries while in other it is not regulated.

AFTERNOON - SPECIALIZED WORK GROUPS

ROOM 1. SPANISH GUIDE OF RECYCLED ARIDS

The production of recycled aggregates from construction is spreading and growing up in the last few years in Spain. Because of that, there is a scientific study for analyze the production of these products and investigate its applications and potential uses. The study is directed by GERD and financed by Ministerio de Medio Ambiente y Medio Rural y Marino and seven universities and private investigation centres are working on it as well. The study´s aim is to get technical specifications for reclycled products and its recommended uses.

ROOM 2. DEMOLITION REGULATION II. PROFESSIONAL QUALIFICATION

Following the previous meeting, this work group will set out the challenge of training for operators. The experience in some other countries will be useful to analyze training´s future en Spain for operators and qualified staff in demolition contractors companies.

INSTRUMENTS FOR DEVELOP CONSTRUCTION AND DEMOLITION WASTE RECYCLING

Autonomous regions and local entities have assumed the most of the competences for environmental protection keys and Construction and Demolition Recycling. Representatives of starting up this keys in different regions and city councils will deal with the procedures used and results got. They will also analyze opportunities of the European Waste Best Practice Guideline 2008/98 with the incorporation of new subjects, like “waste´s end criterion” or the 70% recycling target.

PROCEDURES FOR CONSTRUCTION AND DEMOLITION WASTE RECLYCLING ON SITE

The Construction and Demolition Waste´s study which will be demanded in all kind of construction works is an effective instrument for selective demolition procedures in this kind of works. Frequently, demolition´s projects are away from reality. Because of different reasons, there are lots of works without a properly and straight description, and it may cause different problems: human health and safety, the choice of the demolition method and some other basic elements without a suitable definition. This work group will review all the components of a demolition project with theoretical and practice cases. On this step of the planning there has to make a dangerous waste planning which describe location, identity and the project itself. The work group will show some examples and practice considerations for the treatment and avoid of pollution in this kind of waste.
